Üniversite sanayi devlet işbirliği: teknolojik dönüşüm süreci ve silahlı kuvvetler projelerinde bir işbirliği modeli.

Abstract

Bilgi çagına hızlı bir sekilde geçise tanıklık eden 21. yüzyıl dünya konjonktüründe; ekonomik sınırlar, teknolojik kısıtlar ve örgütsel iliskiler tanımları yeniden belirlenmekte, gelecegin ulusal ve uluslar arası güvenlik kosullarını sekillendirecek bu tanımlar ısıgında sanayinin ve isbirlikteliklerin yeniden yapılandırılmasına paralel olarak güvenlik stratejileri, örgüt yapıları ve teknolojik gelismelerdeki öngörüler ile yeni yapılanmalara, degisimlere ve yeniliklere ihtiyaç göstermektedir. Bu süreç içerisinde; yeni konseptler, örgütler ve süreçler vasıtasıyla yasanan teknolojik dönüsüm, degisimi sekillendirerek silahlı kuvvetleri gelecege tasımaktadır. Tezin amacı; Milli Yenilik Sistemleri içerisinde Üniversite-Sanayi-Devlet isbirligi konusunu irdeleyerek, teknolojik dönüsüm süreci ile operasyonel yenilikleri, örgütsel adaptasyonu kapsayacak stratejik bir düsünme perspektifi içerisinde Silahlı Kuvvetler projeleri için bir isbirligi modeli ortaya koymaktır.

World conjuncture that withness fast revolution to information era in the 21 st century; economic boundries, technological limitations, inter-organizational relations have re-determined meanings, with the light of these meanings that will shape the future national and international security circumstances, security strategies parallel to reconstruction of industry and collaboration need revolution, innovation and new structures with the technological improvements. Current technological improvements, shaping the revolution, via new concepts, organizations and processes has prepared armed forces in this process for future. Aim of this thesis, studying university-industry-government collaboration subject within national innovation systems, is to determine a model of collaboration for army projects within a strategical thinking that covers the organizational adaptation.
