Boğaziçi yerleşimlerinden Beykoz'da tarihi kamu yapılarının envanteri ve koruma sorunları

Abstract

14. yüzyılda İstanbul'dakİ Türk varlığının Anadolu yakasındaki fiziksel başlangıç alanını oluşturan Beykoz ilçesinde, sivil yerleşim dokusuyla birlikte gelişen dini, askeri, idari ve sosyal yapılar, tarihi köylerin günümüze değin geçirdiği dönüşümün ayrılmaz bir parçası olmuştur. Bu yapılar ortak ihtiyaçlara hizmet vermesi nedeniyle toplum eliyle korunmuş, yüzyıllar boyunca varlığını ve fonksiyonunu sürdürmüştür. Bu çalışmada ilçenin tarihi yerleşim dokusunun gelişimi yerel halkın ortak kullanımındaki kamusal yapılar üzerinden belirlenmeye çalışılmıştır. Birinci bölümde; çalışmanın amacı, çalışma konusu alanın kapsamı ve çalışma yöntemi iki başlık altında anlatılmaktadır. İkinci bölümde; Beykoz ilçesinin günümüz fiziksel ve idari durumu aktarılmıştır. İlçenin Osmanlı yerleşimi öncesi fiziksel durumu ile Osmanlı dönemi yerleşim merkezlerinin genel durumu özetlenmiştir. Üçüncü bölümde; Beykoz'un tarihi yerleşim merkezlerinde inşa edildiği belirlenen dini, askeri, idari ve sosyal amaçlı kullanılan yapılar bulundukları yerleşim merkezlerinin başlıkları altında kronolojik sıralanmıştır. Dördüncü bölümde; Boğaziçi Kanunu öncesinde çalışma alanına ilişkin şehircilik gelişmeleri sonuçlarıyla değerlendirilmiş, hukuki koruma süreci, sürecin uğradığı sekteler ve yaşanan sorunlar yine belirli dönem aralıklarıyla belirlenmiştir. Beşinci bölümde; alanda tespit edilen tarihi kamusal kullanımlı yapıların koruma sorunları değerlendirilerek, altıncı bölümde bu sorunlara ilişkin çözüm öneriler?i getirilmektedir.

The religious, military, administrative, and social structures that grew alongside the fabric of the civilian settlement in the Beykoz district in the 14th century, which served as the physical beginning of Turkish presence in Istanbul on the Anatolian side, have since become an essential component of the transformation that historical villages have gone through up to the present day. These structures, serving common needs, have been preserved by the community and have continued to exist and function for centuries.The purpose of this study is to identify the district's historical settlement pattern through public structures for the common use of the local people. Under two titles in the first chapter, the study's goal, its area of investigation, and its research technique are all explained. The second chapter describes the Beykoz district's existing physical and administrative state. The district's pre-Ottoman physical state and the state of Ottoman settlement centers as a whole are examined. The buildings used for religious, military, administrative, and social purposes that were discovered to have been constructed in the historical settlement centers of Beykoz are chronologically classified under the titles of their individual settlement centers in the third chapter. The fourth chapter evaluates the urban growth that occurred in the study area prior to the Bosphorus Law as well as its consequences.The legal protection process, setbacks encountered during the process, and problems encountered are identified within specific time intervals. The conservation problems with the historical public-use buildings are evaluated in the fifth chapter, and suggested solutions are offered in the sixth chapter.
