Data fusion has emerged as a crucial component in various intelligent systems, ranging from autonomous vehicles to surveillance networks. The growth in processing capabilities has garnered significant attention from researchers, facilitating the integration of diverse sensor types to achieve a more comprehensive situational understanding. However, as these sensors generate non-homogeneous data, encompassing verbal reports to digital images and videos, applying conventional sensor models becomes infeasible. Consequently, mathematical models in fusion systems must be tailored to these non-traditional sensor models to optimize fusion processes. Moreover, the fusion procedure can be applied at multiple abstraction levels, depending on the sensor data available and the chosen system architecture. Hence, the fusion algorithm should address various statistical challenges to maximize data and information exploitation. To develop effective fusion systems, it is essential to first analyze the information to be fused and consider the appropriate fusion architecture. In this dissertation, we explore the diverse abstraction levels for unified fusion systems. Our contributions to the fusion literature includes unified algorithms and statistical models that can be utilized at different levels of the fusion architecture. In the context of measurement-level fusion, we devise and propose a novel dynamic clustering model, exemplifying non-traditional measurements. This model is applied to a dynamic clustering problem where cluster kinematics change in time, as well as their statistics, with the proposed algorithm is based on Bayesian non-parametrics and RFS. For estimation-level fusion, we implement a distributed fusion architecture to address the high-level sensor fusion problem. Specifically, we integrate altitude data from a radar altimeter and camera images—comprising non-homogeneous sensor information—to enhance position estimations derived from inertial sensor data. Furthermore, we introduce a novel RFS-based information functional and employ it in a sensor management problem where a mobile sensor determines its subsequent position to improve overall information it gathers from its surroundings.
