Impacts of agricultural supports on exports of individual agricultural commodities in Turkey

Abstract

Tarım sektörü devlet müdahalesinin en yoğun şekilde görüldüğü sektörlerin başında gelmektedir. Sanayileşmiş ülkeler tarım sektörüne diğer ülkelere kıyasla çok daha fazla destek vermektedirler. OECD, Dünya Bankası, Dünya Ticaret Örgütü gibi kuruluşlar tarımdaki bu desteklerin boyutunu ölçmek için çeşitli sayıda göstergeler geliştirmişlerdir. Böylece kapsamlı bir şekilde ölçülebilen tarımsal destekler yoluyla üreticiye teşvik veriliyor olsa bile bu desteklerin, genel politikaların üretici geliri üzerindeki olumsuz etkisini gidermekte yeterli olup olmadığı görülebilmektedir. Bununla birlikte, söz konusu göstergeler tarımsal desteklerin etkilerini değil, devletlerin tarıma destek sağlama konusundaki çabalarını ölçmektedir. Buradan hareketle, çalışmamız tarımsal desteklerin Türkiye tarımsal ihracatı üzerindeki etkisini ampirik olarak incelemektedir. Çalışmamız, on sekiz tarım ürününün 1962 - 2010 periyodu boyunca 72 ülkeye yapılan ihracatını kapsamaktadır. Çalışmamızda tarımsal desteklerin yanı sıra diğer kontrol değişkenleriyle birlikte döviz kuru ve döviz kuru oynaklığının da Türkiye?nin tarımsal ihracatına olan etkisi araştırılmaktadır. Tarımsal destekleri ölçmek için Üretici Desteği Tahmini (ÜDT - PSE) ve Nominal Destek Oranı (NDO- NRA) göstergeleri kullanıldığından dolayı, sadece tarımsal teşvikler değil; aynı zamanda hükümetin yerel destekler ve sınır politikaları aracılığıyla tarıma destek sağlama çabalarının tamamı dikkate alınmaktadır. Çalışmadan elde edilen ampirik sonuçlar, sınır önlemleri ile birlikte tarıma sağlanan tüm desteklerin Türkiye tarımsal ihracatı üzerinde karmaşık etkiye sahip olduğunu göstermiştir. Tarımsal desteklerin tüm malları benzer yönde ve oranda etkilemedikleri görülmüştür. Ayrıca, sonuçlarımız Türkiye?nin ihracat modelinin belirlenmesinde tarımsal desteklerin döviz kuru ve oynaklığı kadar önemli olduğunu ortaya koymaktadır.

Agricultural sector is probably the most distorted sector in most economies. Especially industrial countries intervene heavily in their agricultural sectors with worldwide repercussions. International organizations such as OECD, WTO and the World Bank have developed many indicators in order to monitor and evaluate the levels of agricultural supports and distortions. Thus, it can be assessed that even if the producers are subsidized by governments, whether these subsidies are enough or not to mitigate negative effects of general policies on producers? income through the inclusively measured agricultural subsidies and border measures. However, these indicators do not evaluate the effects of agricultural supports; they only measure the efforts of governments? agricultural supports. With this motivation, our study empirically investigates the effects of agricultural supports on the exports of eighteen Turkish agricultural commodities to 72 countries over the 1962-2010 period. We also investigate the effects of real exchange rate and its volatility with some other control variables on the exports of Turkish agricultural commodities. Since we employ PSE and NRA as indicators of agricultural supports, our study considers not only agricultural subsidies but also all the efforts of government to support agricultural through both domestic and border measures. Our empirical investigation implies that agricultural supports along with border measures have mixed effects on the export of Turkish agricultural commodities and that agricultural supports are as important as exchange rates in the determination of the export patterns of Turkish agricultural commodities.
