The spectral decay parameter, kappa, is one of the most important parameters in ground motion evaluation and seismic hazard and risk analysis at sites. It can have an impact in terms of 3 to 6 times increased seismic hazard values for high-frequency ground motions depending on the site conditions. In respect to earthquake resistant sustainable cities, this impact is substantial. The parameter is used in many applications to remove path and site effects, to simulate ground motion acceleration, to correct for high frequency attenuation and host-to-target adjustments of ground-motion prediction equations (GMPEs – Ground Motion Models – former attenuation relationships). Multiple approaches were developed for its estimation, which led to inconsistencies and uncertainties. In order to reduce these uncertainties and to improve the reliability of the outcomes being compared, the parameter must be given a consistent representation with its measurements. The main goal of this PhD thesis is to estimate station based zero epicenter spectral decay parameter at Disaster and Emergency Management Agency (AFAD) strong motion stations with different parametrical restrictions such as distance, magnitude and average shear-wave velocity at 30 meters depth. When not enough data, the broad-band station data from Kandilli Observatory and Earthquake Research Institute (KOERI) is added. The scope of the PhD thesis is to find answers to what extent can the site-terms of a well-recorded site spatially be extrapolated to nearby sites to calculate the seismic hazard and accordingly seismic risk with less uncertainties for site specific structures and sustainable cities.
