Denizcilik gücünün geleceği

Abstract

Devletler için ekonomik ve savunma açılarından hayati konumdabulunan denizcilik gücünden azami faydayı sağlayabilmek için denizcilik gücüiyi anlaşılmalı ve bu gücün gelişiminin yönlendirilebilmesi maksadıyla,geleceği hakkında yeterli öngörü ve bilgiye sahip olunmalıdır.Denizcilik gücünün geleceğini araştırmayı hedefleyen bu çalışmada,öncelikle tarihsel sürecin sağladığı ip uçları üzerinden ilerlenerek geleceğinşekillenmesinde etken olabilecek unsurlar belirlenmiş, ortaya çıkan unsurlar,günümüzün dinamikleriyle de karşılaştırılarak denizcilik gücünün geleceğinedair bir takım öngörü ve tahminler geliştirilmiştir.Yapılan incelemeler neticesinde denizcilik gücünün deniz ticaretiaracılığıyla devletlerin zenginleşmesindeki küçümsenemeyecek payı veDünya Savaşları ile Soğuk Savaş dönemi için de tarihsel süreç üzerindekietkisi teyit edilmiştir.Bu kapsamda, Mahan tarafından da öğütlendiği üzere, devletin dünyaölçeğinde bir etkinlik düzeyine ulaşması için denizcilik gücünü barışzamanında idame etmek ve geliştirmekten başka şansı olmadığı, bu konudadüşülebilecek herhangi bir zafiyetin dahi devletin varlığını ve geleceğinitehlikeye sokabileceği sonucuna varılmıştır.In order to provide the maximum benefit from the sea power, which isvital for the state from economical and defence wiew, the significance of thesea power is needed to be very well understood. Furthermore enabling seapower to improve needs enough knowledge and foresight.In this project, which aims to investigate the future of the sea power,firstly it is preferred to proceed with the help of the clues gathered throughoutthe history to designate the factors which will influence shaping the future,afterwards these factors has been compared with the dynamics of today inorder to develop new foresights and estimations related with the future of thesea power.As a result throughout the investigation, the portion of the sea powerusing the sea trade function at the growing wealthiness of the state, and alsothe influence of the sea power upon the history throughout the World WarsI&II and Cold War has been confirmed.In this manner, as also had been advised by Mahan, a result has beenreached that in order to reach to an influence throughout the world scale, thestate has no other chance instead of maintaining and improving the seapower, and any deficiency with this issue can even endanger the being andthe future of the state.
