Özet
Energy, as the basic input of economy, is the vital prerequisite for development. Being an energy-rich country and/or supplying secure energy has been the most fundamental objectives of states since 19th century. In energy geopolitics, world has a dilemma: developed countries are energy poor but underdeveloped/developing countries are energy rich. As a consequence, energy became a main subject of international trade in supply and demand axis. In the beginning of the 1990's, as a victorious of the cold war and a country in need of energy, the USA, faces the defeated side of the cold war, energy rich the USSR and former USSR countries in this relationship. The main purpose of this study is to analyse US policy on Caspian energy resources since Clinton period. In this paper, the energy relations between US and Caspian countries and its development with the evolution of Bush's administration, are discussed.
