Konut sunumunda lojman modelinin Kocaeli ili genelinde irdelenmesi

Abstract

Devletin doğrudan kamu çalışanlarına lojman üretmesi, konut piyasasında düzenleyici ve denetleyici rol üstlenmesi, konut açığının giderilmesi açısından önemlidir. Bu çalışmada, konut sunumunda lojmanların sunum modeli olarak sürdürülebilirliğinin belirlenmesi, mevcut konut stokunun verimli kullanılması ve bakım-onarımlarının düzenli olarak sağlanabilmesi için bir envanter modelinin oluşturulmuştur.Birinci bölüm, çalışmanın önemini, amacını, kapsamını ve yöntemini içermektedir. İkinci bölümde, Dünya'da konut sunumu gelişiminde lojman modelinin yeri, Türkiye'de lojman modelinin gelişimi aktarılmıştır. Üçüncü bölüm, Kocaeli'de mevcut lojman potansiyeli başlığı altında Kocaeli'de lojman modelinin gelişimini içermektedir. Çalışma alanının belirlenmesi ve hazırlanan envanter çalışmasının kapsamı açıklanmıştır. Dördüncü bölüm ise Kocaeli'de lojmanların mimari açıdan incelenmesini ve dönemler bağlamında karşılaştırmalı analizini içermektedir. Çalışmanın sonucu ise beşinci bölümde aktarılmıştır.Çalışma sonucunda Kocaeli örneğinde Türkiye'de mevcut lojman potansiyeli konusunda sağlıklı bir veri bulunmadığı ve mevcut lojmanların bakım ve onarım eksikliği gözlenmiştir. Lojmanlar ile ilgili mevcut yasal düzenlemenin gözden geçirilmesi kaçınılmazdır. Ayrıca konu ile ilgili bilgi bankası oluşturulması yerinde olacaktır.It is of great importance to supply the deficiency of housing that the state constructs state housings (logement) directly for the government employees, and it undertakes a regulatory and supervisory role on the housing sector. In this study an inventory model has been developed so as to determine the sustainability of the state housings as a presentation model in the presentation of housings, to use the current housing stocks efficiently and keep them regularly under maintenance and repair.The first section includes the importance, purpose, scope and method of the study. In the second section, the place of the state housing model within the development of housing presentation throughout the world, and the development of state housing model in Turkey are mentioned. In the third section, the development of the state housing model in Kocaeli is explained under the title of ?The current state housing potential of Kocaeli?. Also, determination of the study area and the scope of the prepared inventory are described. The fourth section covers an architectural analysis of the state housings in Kocaeli and a comparative analysis of them within the context of time periods. The conclusion of the study is given in the fifth section.In conclusion of the study it has been observed in the example of Kocaeli that there is no sound data about the current state housing potential of Turkey and there is a deficiency in maintenance and repair of the existing state housings.The existing legal regulation on state housings should be urgently reviewed. Additionally, it will be reasonable to develop an information bank on this subject.
