TAKBİS projesinin ve veri altyapısının irdelenmesi

Abstract

Bu tez, Türkiye'nin en büyük CBS (Coğrafi Bilgi Sistemleri) uygulamalarından biri olan TAKBÎS' i ve veri tabanını ele almakta ve başka bir CBS uygulaması olan BKBS' nin (Bursa Kent Bilgi Sistemi) önemli safhalarını ve karşılaştığı problemleri TAKBÎS' e ışık tutması amacıyla ortaya koymaktadır. Birinci bölümde, yapılan tez çalışmasının amacı ve kapsamı açıklanmış ve tez ile ilgili ön bilgiler verilmiştir. İkinci bölümde, CBS konusu hayattan örneklerle, geniş ve açıklayıcı bir anlatımla ele alınmış, CBS' nin özellikle Tapu-Kadatsro sistemine olan benzerliklerine ve uyumluluğuna dikkat çekilmiştir. Üçüncü bölümde, TKGM (Tapu ve Kadastro Genel Müdürlüğü) merkez ve taşra teşkilatıyla birlikte ayrıntılı olarak anlatılmış, yürüttüğü görevler ve yaptığı hizmetler ve TKGM sisteminin bir CBS olmaya elverişli olduğu anlatılmıştır. Dördüncü bölümde, TAKBİS tüm aşamalarıyla ele alınmış, bu güne kadar geldiği durum ve bundan sonraki planlanları anlatılmış ve TAKBÎS' in veri tabanım oluşturmaya aday olan Tapu ve Kadastro verileri her yönüyle ele alınıp irdelenmiştir. Beşinci bölümde, ise önemli aşamalarıyla BKBS ele alınmış, karşılaştığı problemler TAKBÎS' e ışık tutması açısından ortaya konmuştur. Altıncı bölümde, tez içerisinde yer verilen BKBS çalışmaları ve karşılaştığı sorunları ile irdelenen TKGM veri arşivi ve CBS-TKGM etkileşimleri ışığında TAKBÎS' i bekleyen muhtemel problemler kategoriler halinde sayılmıştır. Yedinci bölümde ise, bu tezden çıkarılan sonuçlar ve TAKBİS' i bekleyen muhtemel problemler için alternatif öneriler sunulmuştur.This thesis takes up TAKBİS (Land Registry and Cadastre System) that is one of the greatest GIS (Geographical Information System) applications and its database and exposes the important stages of BKBS (Bursa Urban Information System) and its problems, to light the way for TAKBİS. In the first chapter, the aim and the extent of the study are explained and the overview about the thesis is given. In the second chapter, the subject of GIS is taken up with samples from life and with a detailed and explanatory explosion, attracted attention to similarity and harmony of GIS and Land Registry and Cadastre. In the third chapter, TKGM (General Directorate of Land Registry and Cadastre) is explained with its duties and services, detailed with its central and country organizations, and explained that TKGM system is convenient to be a GIS. In the fourth chapter, TAKBİS is taken up with all its phases, its present day state and explained the plans for future and "Land Registry and Cadastre Data" are examined with all its features, which is candidate to form the database of TAKBİS. In the fifth chapter, BKBS (Bursa Urban Information System) is taken up with its important phases and its problems are exposed to light the way of TAKBİS. In the sixth chapter, the probable problems are counted in a categorical case which are waiting for TAKBİS, at the light of the BKBS studies and problems, examined TKGM data archives and the interaction of GIS-TKGM. In the seventh chapter, some conclusions and some alternative suggestions about the possible problems of TAKBİS, are made according to the results and experience gained from this study.
