Yerel halkın güçlendirilmesi için uygulanan yöntemler ve kalkınmaya etkileri: Türkiye incelemesi

Abstract

Ampirik veri İstanbul'da kırsallık özelliği barındıran ve STK'ların faaliyet gösterdikleri bölgelerde yaşayan halk ile Doğu Anadolu, Güney Doğu Anadolu ve Doğu Karadeniz bölgelerinde, yerel ve bölgesel kalkınma, savunuculuk ve toplum tabanlı hizmetler sunmak amacıyla kurulmuş çeşitli sivil toplum illerinde yaşayan, STK'lardan en az bir kez veya düzenli yardım, destek, eğitim, hizmet vs alan halktan toplanmıştır. Bu araştırma başlıca şunların anlaşılmasına yönelik olarak yapılmıştır: (1) sivil toplum kuruluşları ile resmi kurumlar arasındaki işbirliklerinin sivil toplum kuruluşlarının başarıları üzerindeki doğrudan etkisini değerlendirmek (2) az gelişmiş bölgelerde yaşayan düşük gelirli halkın projelerde temsilinin sivil toplum kuruluşlarının başarılarına doğrudan etkisini değerlendirmek ve (3) sivil toplum kuruluşlarının başarıları ile refah arasındaki ilişkiyi ortaya koymak. Araştırmada sivil toplum kuruluşları ile resmi kurumlar arasında yapılan işbirlikleri ile düşük gelirli kesimin uygulanan projelere dâhil edilmesinin sivil toplum kuruluşlarının başarılarını etkilediği görülmüştür. Sivil toplum kuruluşlarının başarıları ile refah arasında ilişki bulunmuştur.Presently, in underdeveloped regions, a great many of projects are being implemented to facilitate the empowerment of communities. Colloborations between the implementing institutions: NGOs and official authorities are growing and involvement of different levels in community empowerment and development projects become one of the strategic key to success. Therefore, the purpose of this study is to investigate the programmes, projects implemented to empower local communities and to define the relation between the methods and development. Empirical data were collected from the community lives in rural areas in İstanbul where the NGOs operate in and also from the community who lives in Eastern Anatolia, South Eastern Anatolia and Eastern Black Sea Regions and who got (at least once or continuing) assistance, training or any service from NGOs. The primary insights of this research as follows: (1) evaluate the impacts of collaborations between the NGOs and official authorities (2) evaluate the impacts of inclusion of down scales within the projects, on the level of NGOs' success and (3) define the relation between prosperity and the level of achievements of NGOs. This study shows that colloborations between NGOs and official authorities as well as inclusion of dowscales within the projects effect NGOs' achievement. There is a relation between prosperity and the level of achievements of NGOs .
