Sürdürülebilir kentsel çevrenin, kentsel politikalar ve yerel yönetimlerle ilişkili olarak Tekirdağ ili örneğinde irdelenmesi

Abstract

Sınırlı kaynakların çok fazla kullanımı kaynakların azalmasına, kirliliklerin oluşmasına ve ekolojik dengenin bozulmasına neden olmuştur. Ortaya çıkan bu sorunlarla birlikte daha temiz ve sağlıklı ortamda yaşama isteği sürdürülebilir politikaların üretilmesini sağlamıştır. Bu noktada Dünyada birçok sürdürülebilir politikalar üretilip uygulanmaya başlanmıştır. Ülkemizde ise Avrupa Birliği uyum süreciyle birlikte özellikle son yıllarda sürdürülebilirlik politikaları yönetmeliklerimize büyük oranda işlenmiş fakat uygulama aşamasında kayda değer bir gelişme olmamıştır.Nüfus ve yapılaşmanın kentlerde daha fazla olması, çevresel tahribi ve sorunları arttırmıştır. Bu durumun aşılmasında kentlerde başrol oynayan yerel yönetimlere büyük sorumluluklar düşmektedir. Bu bağlamda çalışmanın amacı; çevre sorunlarının azalması/yok olması için sürdürülebilir politikaların yerel yönetimler tarafından uygulanabilirliğini irdelemek ve çözüm yolları üretmektir.Çalışmanın birinci bölümünde, konunun amacı, kapsamı ve yönteminden bahsedilmektedir. İkinci bölümde kentsel çevreye konu olan temel alanlar (arazi kullanım planlaması, çevresel, doğal, kültürel ve tarihi miras, ulaşım, enerji, kaynak ve su korunumu) belirlenmiş ve sürdürülebilirlik bağlamında irdelenmiştir. Üçüncü bölümde Dünya, Türkiye ve Tekirdağ'daki sürdürülebilir politikalara ve yerel yönetimlerin çevre alanındaki görev ve sorumluluklarına değinilmiştir. Dördüncü bölümde Tekirdağ Merkez İlçesi'nde 2. bölümdeki kentsel çevreye konu olan temel alanlar başlığı altında politikalar ve yönetmeliklerle ilişkili olarak sorunlar belirlenmiş ve çözüm önerileri geliştirilmiştir. İmar planı, jeoloji, yerleşime uygunluk ve halihazır haritaları incelenerek; fotoğraf, yerinde gözlem ve görüşmelerile alan çalışması desteklenmiştir. Beşinci bölümde ise çalışmada elde edilen sonuçlar açıklanmıştır.Misusing of limited sources has led to a decrease in sources, generation of pollution and deterioration of ecological balance. Together with these issues, the desire to live more clean and healthy environment provides sustainable policies. At this point, sustainable policies are produced and put into practice across the globe. When it comes to our country, especially in recent years, with the help of harmonization process of European Union sustainability, policies are largely processed in our legislation, yet there are still no adequate studies on this subject.The fact that population and urbanization in cities has become more creates an increase in environmental destruction and other ills. Local governments that play principal roles in dealing with this problem have paramount responsibilities. In this context, the purpose of this study is to examine the feasibility of sustainable policies by local authorities for the reduction of environmental problems and to provide solution ways to them.Within first section of study, the scope and method of subject are mentioned. In second section, main areas such as land use planning, environmental, natural, cultural and historical heritages and conservation of transportation, energy, resource and water which are subjects of the urban environment are determined and discussed in the context of sustainability. In the third sections, sustainable policies and responsibilities and duties of local governments in the world and also Turkey and Tekirdağ are explained. In the forth section, under the main areas of the urban environment in the second section, problems in relation to the policies and regulations are identified and solution ways are developed. While development plan, geological map, coherence of settlement and present maps are analyzed, field work is sustained with photography, on-site observations and meetings. In the last section, results of study are explained.
