Sosyokültürel sürdürülebilirlik ve mekânsal dönüşüm: Beyoğlu Boğazkesen Caddesi örneği

Abstract

21. yüzyılın ilk çeyreğine doğru dünyada eşitlik, adalet, kimlik, aidiyet, yaşam kalitesinin artırılması vb. insanı ve toplumu kapsayan temel konulara yönelik sorunların artış göstermesi, sürdürülebilir gelişme kavramının ortaya atıldığı ilk zamanlardan bu yana geri planda kalan sosyal boyutuna daha fazla odaklanma gerekliliğini ortaya koymaktadır. Bununla beraber özellikle metropollerin merkezlerinde kent boşluklarının azalması, mevcut yapı stokunun dönüştürülerek yeniden kullanımını şart koşmaktadır. Yeniden kullanımla ilişkilendirilen fiziksel canlandırma, dönüştürülen binaların çevresini de olumlu yönde etkilemekte ve çoğu zaman çevre yapılarda ve hatta sokak/mahalle ölçeğinde iyileştirme faaliyetlerinin önünü açmaktadır. Nitelikli dönüşümün sürdürülebilirliğin diğer boyutlarının yanı sıra, sosyal boyutuna katkısı da büyüktür. Tez çalışmasının çıkış noktası sürdürülebilirliğin sosyal boyutu ile mekânsal dönüşüm ilişkisinin sorgulanmasıdır. Bir başka deyişle, bu iki kavramın ara kesitinin tartışılması tez çalışmasının ana çerçevesini oluşturmuştur. Bu eksende başarılı ve etkin dönüşüm geçiren yapıların zamanla yakın çevrelerini de sosyal ve kültürel anlamda olumlu yönde geliştirdiği hipotezi ortaya atılmış ve irdelenmiştir. Beyoğlu ve Boğazkesen Caddesi, sahip olduğu mimari, kültürel, sanatsal ve tarihi zenginliğiyle gelişim ve dönüşüm bağlamında birçok potansiyeli barındırmaktadır. Aynı zamanda bu cadde tarihi kıyı hattını İstiklal Caddesi'ne bağlayan kritik bir hat olması bakımından da önem taşımaktadır. Son yıllarda cadde irili ufaklı uygulamaların sonucundan bir konut alanından sosyal ve kültürel bir buluşma noktasına dönüşmüştür. Bu bağlamda tez kapsamında ortaya konan hipotezin sınanması amacıyla Boğazkesen Caddesi çalışma alanı olarak belirlenmiştir. Sosyokültürel sürdürülebilirlik bileşenleri alan özelinde tek tek irdelenerek sonuçlara ulaşılmıştır.Towards the first quarter of the 21st century, equality, justice, identity, belonging, increasing the quality of life in the world. The increase in the problems regarding basic issues involving people and society reveals the necessity of focusing more on the social dimension that has been in the background since the concept of sustainable development was introduced. However, the reduction of urban gaps, especially in the centers of metropolises, requires the existing building stock to be transformed and reused. Physical revitalization associated with reuse also positively affects the environment of transformed buildings and often paves the way for improvement activities in surrounding buildings and even at the street / neighborhood scale. Along with other dimensions of sustainability, qualified transformation has a great contribution to the social dimension. The starting point of the thesis study is to question the relationship between the social dimension of sustainability and spatial transformation. In other words, the discussion of the cross section of these two concepts formed the main framework of the thesis study. On this axis, the hypothesis that successful and effective transformations have improved their immediate surroundings in a positive way in social and cultural terms over time has been put forward and examined. Beyoğlu and Boğazkesen Street have many potentials in terms of development and transformation with their architectural, cultural, artistic and historical richness. At the same time, this street is important in terms of being a critical line connecting the historical coastal line to Istiklal Street. In recent years, the street has transformed from a residential area to a social and cultural meeting point as a result of large and small practices. In this context, Boğazkesen Street was determined as a study area in order to test the hypothesis put forward within the scope of the thesis. Sociocultural sustainability components have been examined one by one and the results have been reached.
