Sürdürülebilir tedarik zinciri yönetiminde tedarikçi seçimi: Çok kriterli karar verme yöntemleri ile bir uygulama

Abstract

İşletmelerin, pazardaki mevcut konumlarını koruyabilmek ve rekabet üstünlüğü sağlayabilmek adına tedarik zincirine ve yönetimine verdikleri önem gün geçtikçe artmaktadır. Bu artış ile birlikte teknolojik gelişmelerin de etkisi ile müşteri talep ve beklentileri doğrultusunda kaynak tüketiminde gözlemlenen artış, yasal düzenlemelerde olan değişiklikler ve pazardaki müşteri beklentisinde gözlemlenen hareketlilik göz önüne alındığında sürdürülebilirlik kavramı daha da önem kazanmaktadır. Birçok parametrenin yer aldığı, karmaşık hale gelen bu denklem içerisinde işletmeler rekabet üstünlüğü sağlamak istemektedirler. Bu sebeple sürdürülebilirlik ile ilgili yapılan çalışmalarda, ana kriter olarak ele alınmakta olan ekonomik, sosyal ve çevre boyutlarını göz önünde bulundurarak iyileştirme çalışmalarını yürütmektedirler. Sürdürülebilir tedarik zincirinde, tedarikçi seçimi kritik bir süreç olarak karşımıza çıkmaktadır. Tedarikçi seçiminde sürecin başarılı bir şekilde ilerleyebilmesi için, müşteri beklentilerinin karşılanarak rekabet üstünlüğünün sağlanabilmesine ve doğru kararların alınmasına ihtiyaç duyulmaktadır. Bu durum seçenekler arasından en uygun seçimi yapmayı gerektirmekte ve ÇKKV (Çok Kriterli Karar Verme) yöntemlerini ön plana çıkarmaktadır. Yapılan bu çalışmada lojistik sektöründe tedarikçi seçim problemi için sosyal, ekonomik, çevre ve enerji olmak üzere dört ana kriterin ve bu ana kriterlerin her biri için üçer adet alt kriterin belirlenmesi ile hiyerarşik yapı oluşturulmuştur. İşletmede çalışmakta olan üç farklı satın alma uzmanına hazırlanmış olan anket çalışması uygulatılmıştır. Uzmanların tecrübe yılları birbirinden farklı olup çalışma uygulaması yapılırken bu durum dikkate alınmıştır. Yapılan anketler ile sağlanan veriler doğrultusunda kriterlerin önem düzeyleri AHP (Analytic Hierarchy Process) yöntemi kullanılarak hesaplanmıştır. Elde edilen önem düzeyleri TOPSIS(Technique for Order Preference by Similarity to Ideal Solution), VIKOR(VIseKriterijumsa Optimizacija I Kompromisno Resenje) ve ELECTRE(Elemination and Choice Translating Reality) yöntemlerinde kullanılarak tedarikçi seçim problemi ele alınmıştır. Bu çalışmanın hem sektörel olarak bir lojistik firmasında uygulanmış olması hem de sosyal, ekonomik ve çevre boyutlarına enerji boyutunun da bir ana kriter olarak eklenmiş olması ile literatüre katkı sağlaması hedeflenmektedir.

The importance that businesses attach to the supply chain and its management is increasing day by day in order to maintain their current position in the market and gain competitive advantage. With this increase, the concept of sustainability becomes even more important, considering the increase in resource consumption in line with customer demands and expectations with the impact of technological developments, changes in legal regulations and the dynamism in customer expectations in the market. In this increasingly complex equation involving many parameters, businesses want to gain competitive advantage. For this reason, they carry out improvement studies by taking into account the economic, social and environmental dimensions, which are considered as the main criteria in studies on sustainability. In a sustainable supply chain, supplier selection emerges as a critical process. In order for the supplier selection process to proceed successfully, it is necessary to ensure competitive advantage and make the accurate decisions by meeting customer expectations. This situation requires making the most appropriate choice among the options and brings multi-criteria decision-making methods stands out. In this study, a hierarchical structure was created for the supplier selection problem in the logistics sector by determining four main criteria: social, economic, environment and energy, and three sub-criteria for each of these main criteria. A prepared surveys were applied to three different procurement specialist working in the company. Specialist's years of experience vary from each other, and this was taken into account when conducting the study. In line with the data obtained from the surveys, the importance levels of the criteria were calculated using the AHP (Analytic Hierarchy Process) method. The supplier selection problem was tackled in TOPSIS(Technique for Order Preference by Similarity to Ideal Solution), VIKOR(VIseKriterijumsa Optimizacija I Kompromisno Resenje) and ELECTRE(Elemination and Choice Translating Reality) methods by using the obtained importance levels in the AHP. In this study, it is aimed to contribute to the literature both implemented for a sectoral logistics company and adding energy aspectation to social, economic and environmental aspectations as a main criterion.
