PROVIDING DATA INTEROPERABILITY FOR THE APPLICATIONS USING LAND REGISTRY AND CADASTRE BASE DATA SETS

Land is the main source for all societies and accessing of land information is the key factor to achieve sustainable development. However, it is a finite source and needed to be manage effectively. That's why the Land Registry and Cadastre Information System (TAKBIS) project started to transfer paper based land registry and cadastre data into digital format in Turkey. Due to non-standardized data structure, poor quality of the geo-data, tendency of preserving traditional data management, a new e-government project called Turkish National GIS (TUCBS or TRGIS in English) was triggered to establish Turkish National Spatial Data Infrastructure which provides effective geographic data management and meets national data requirements. In this study, for the interoperability of the GIS related institutions, designing and using the Land Registry Cadastre Data Theme (TUCBS.TK) of TUCBS is discussed. ISO 19152 Land Administration Domain Model (LADM) is examined as the base international standard in developing TUCBS.TK data theme standard. In this context; basic land parcel types in Turkish cadastral system, land group of parcels surrounded by barriers, group of parcels as a project area, main rights, restrictions and responsibilities related to land in Turkish registration system, custom cadastral maps, cadastral maps in standard shapes and content, mortgages established over rights, standard subdivision of space in 2D with special subdivision names and concepts were introduced within TUCBS.TK geo-data theme. As a case study for illustration of the developed land registry and cadastre data theme, model was re-modified for the availability in ArcGIS geo-database environment. Bursa-Orhangazi district was chosen for case study and data sets were collected and transformed into a physical database in accordance with TUCBS.TK. However, implementing existing model into physical environment has difficulties and it is needed additional tool for the conversion.
