Tapu ve kadastro faaliyetlerinin coğrafi bilgi sistemi uygulamaları kapsamında ele alınmasının önemi ve karşılaşılacak sorunlar

Abstract

Bu çalışmada Tapu kadastro faaliyetlerinin CBS perspektifinden bakılarak" irdelenmesi ve TKGM için Tapu kadastro faaliyetlerinin otomasyonunun sağlanacağı bir bilgi sisteminin maliyet/fayda/olabilirlik açısından incelenmesi hedeflenmiştir. Bunun için bilgi sistemleri, TKGM ve kadastral faaliyetler hakkında bilgiler toplanarak, incelemeler yapılmıştır. İlk bölümde, bilgi sistemi kavramları ve coğrafi bilgi sisteminin özellikleri anlatılmıştır. Daha sonra coğrafi bilgi sistemlerinin ışığı altında kadastro bilgi sisteminin özellikleri anlatılmıştır. Üçüncü bölümde tapu ve kadastro faaliyetleri incelenmiş, Tapu Kadastro Genel Müdürlüğünce yapılan çalışmalar ve bu çalışmalarda gelinen aşamalar anlatılmıştır. Dördüncü bölümde TKGM'de bilgi sistemi oluşturmanın önemi, sistemin maliyeti, maliyetin karşılanabileceği çeşitli finans kaynakları irdelenmiş, Kadastro Bilgi sisteminin kurulmasına engel teşkil eden çeşitli teknik ve kurumsal problemler ve bunların çözüm yollan anlatılmıştır. Beşinci ve son bölümde bilgi sistemlerinin ışığı altında TKGM'ce yapılması gerekli görülen birtakım değişiklikler anlatılmış ve tavsiyelerde bulunulmuştur. Then; in the perspective of Geographical Information Systems; characteristics of Cadastre Information Systems are told. In the third part, cadastre activities are researched and studies which made by General Directory of Land Registry and Cadastre are told. In the fourth part, the importance of setting Cadastre Information System, the cost of system, the process of getting money for the system are researched. However various technical and institutional problems which blocking to set of system and the solutions of these problems are told. And in the perspective of Information Systems various changes are told which have done by General Directory of Land Registry and Cadastre in fifth part. Key Words;.
