Proje yönetiminde başarı kriterleri üzerine bir araştırma

Abstract

Gelişen pazarlara ayak uydurma ve rekabet avantajını sağlama ihtiyacı, işletmelerin yeni teknikleri ve yaratıcı uygulamaları geliştirmesini zorunlu kılmaktadır. Bu nedenle, kuruluşlar kısıtlı zamanda yenilikçi, küresel ve müşteri tatminini sağlayacak ürün, hizmet ya da sonuç üretmek maksadıyla proje tipi çalışma gayretine odaklanmışlardır. Ancak, aşırı derecede belirsizlik ve öngörülemeyen gereksinimler içeren projelere başlanması, mevcut risklerin yönetilememesi, bilgi alışverişlerinde aksaklıklar yaşanması, projelerin organizasyonel hedefler ve önceliklerle uyuşmaması, zaman ve kaynak tahminlerinin yetersiz kalması gibi nedenlerle işletmelerin yürüttüğü birçok proje başarısızlıkla sonuçlanmaktadır. Bu çalışma, savunma sanayi firmalarında yürütülen projelerin başarısı ile proje yönetimi bilgi alanı uygulamaları arasındaki ilişkinin tespitine yönelik geliştirilmiştir. Bu maksatla savunma sanayi projelerindeki başarı algısı ve başarı düzeyi ile proje yönetimi bilgi alanı süreçlerinin uygulanma derecesi uygulanan anket ile tespit edilmiştir. Yapılan analizler sonucunda özellikle zaman, maliyet ve paydaş yönetimi uygulamalarının proje performansı ile, kalite, risk ve tedarik uygulamalarının ise paydaş tatmini boyutu ile doğru yönde bir ilişkisinin olduğu belirlenmiştir. Bu durum özellikle büyük ölçekli ve çok paydaş bulunduran projelerde sistematik proje yönetimi yaklaşımlarının proje başarısı üzerinde son derece önemli olduğu şeklinde yorumlanmıştır. Proje yöneticilerinin genellikle mühendis olması ve kaliteyi tüm proje yaşam döngüsüne yayılan bir süreç olarak görmemeleri nedeniyle kalite uygulamaları ile proje performansı arasında ilişki bulunmadığı değerlendirilmiştir. Ayrıca, savunma sanayi kuruluşları ile ihtiyaç sahiplerine gelecekteki projelerin başarı ile tamamlanabilmesine yönelik öneriler geliştirilmiştir.

The need to keep pace with emerging markets and provide competitive advantage, obliges businesses to develop new techniques and creative applications. Therefore, organizations are focused on project-type effort to produce innovative, global and customer satisfaction products, services or results in limited time. However, many projects carried out by enterprises are failing due to extreme uncertainty and unpredictable requirements, not managing existing risks, failures in information exchange, incompatibility of projects with organizational targets and priorities, insufficient time and resource estimates. This study was developed to determine the relationship between the success of the projects carried out in the defense industry firms and the applications of the project management knowledge area. For this purpose, the level of achievement in the defense industry projects and the level of implementation of project management knowledge area processes were determined by the applied questionnaire. It has been determined that the results of the analyzes are positive related to the project performance of time, cost and stakeholder management applications and to the stakeholder satisfaction of quality, risk and supply management applications. This situation is interpreted as the systematic project management approach is extremely important for project success in large scale and multi stakeholder projects. It has been assessed that there is no relationship between quality applications and project performance because project managers are often engineers and do not see quality as a process that spans the entire project life cycle. In addition, proposals have been developed for defense industry organizations and the customer to successfully complete future projects.
