Türkiye'de neo-liberal dönüşüm ve sendikacılık: Eğitim sendikaları örneği

Abstract

Günümüzde emek ve sermaye arasındaki gelir adaletsizliği düzenli bir artış göstermektedir. Tarih boyunca emek ve emeği kullananlar arasındaki mücadele, bulunduğu dönemin özelliklerine göre değişiklik gösterse de hâlâ devam etmektedir. Bu çalışmada sanayi devriminden sonra ortaya çıkan kapitalist sistemin; işçi sınıfı üzerindeki en güncel sömürü yöntemi olan Neoliberalizmin, eğitim, öğretim ve bilim hizmet kolundaki sendikaları nasıl dönüştürdüğü incelenmiştir. Çalışmanın ilk bölümünde Kapitalist ekonomik sisteminin oluşmasında etkili olan liberalizmin; felsefi ve sosyolojik temelleri incelenmiştir. Bu bölümde ayrıca Kapitalizmin ağırlaşan koşullarıyla birlikte girdiği en ciddi kriz olan 1929 Büyük Buhranın da etkisiyle ortaya çıkan sosyal devlet kavramı incelenmiştir. Sendika kavramının ortaya çıkış süreci ve içeriğinin ardından, giriştiği hak mücadeleleri, karşılaştırmalı bir şekilde üçüncü bölümde incelenmiştir. Dördüncü bölümde, Türkiye'deki sendikal hareket, memur sendikacılığı ve eğitim, öğretim ve bilim hizmet kolunda faaliyette bulunan sendikalar incelenmiştir. Beşinci bölüm içerisinde, öğretmenlerin sendikalara bakışı, beklentileri ve sendikaların siyaset ile ilişkilerine yönelik görüşlerine yer verilmiştir. Elde edilen bulgulara göre, öğretmenler, sendikaların siyaset ile ilişkili ve politize olduklarını, görevde yükselmede sendikaların etkili olduklarını, genel yetkili sendikanın üyelerine pozitif ayrımcılık yaptığı sonucuna ulaşılmıştır.Today, income inequality between labor and capital is increasing regularly. Throughout history, the struggle between labor and those who exploit it still continues, although it varies according to the characteristics of the period. In this study, the capitalist system that emerged after the industrial revolution; How Neo-liberalism, which is the most up-to-date exploitation method on the working class, has transformed the unions in the education, training and science service branches has been examined. In the first part of the study, liberalism, which is effective in the formation of the capitalist economic system; philosophical and sociological foundations are examined. In addition, in this section, the concept of social state, which emerged with the effect of the 1929 Great Depression, which was the most serious crisis of capitalism with its aggravating conditions, was examined. After the emergence of the concept of union and its content, the rights struggles it has been engaged in are examined in a comparative way in the third section. In the fourth chapter, the trade union movement in Turkey, civil servant unionism and the unions operating in the education, training and science service branches are examined. In the fifth chapter, the views of the teachers on the unions, their expectations and their views on the relations of the unions with politics are included. According to the findings, teachers found that unions are associated with politics and are politicized, unions are effective in promotion, and the general authorized union makes positive discrimination to its members.
