Özet
Topraklama sistem emniyetinin doğru olarak değerlendirilmesi için toprak gerilim yükselmesi ile ilgili dokunma ve adım gerilimlerinin tam olarak saptanması gerekmektedir. Şimdiye kadar yapılan elektrik şebekesi topraklama sistem güvenliği hesaplanmalarında topraklama direnci temel alınmakta ve topraklama empedansının frekansa bağlılığı ihmal edilmektedir. Buna ek olarak geleneksel topraklama direnci ölçme metotlarının doğruluğu topraklama sistemlerinin büyümesi ve karmaşıklaşmasıyla beraber tartışılır hale gelmiştir. Bu tezde geleneksel topraklama direnci ölçme metotları ile ilgili mevcut literatür taranarak sunulmuştur. Geçerli ölçüm metotları teorik ve pratik olarak karşılaştırılarak kritik edilmiştir. Bütün bu çalışmalar sonucunda, yeni bir topraklama empedans ölçme sistemi geliştirilerek gerçek topraklama sistemlerinde geleneksel metotlarla mukayese edilmiştir. Sonuçlar göstermiştir ki, topraklama sistemini sadece topraklama direncinden ibaret kabul edilmesi önemli hatalara sebep olmaktadır. Bu hata tesis çevresindeki canlı hayatı için bir risk teşkil edebilecektir.
It is appreciated that precise determination of earth potential rise and related touch and step potentials are fundamental on evaluation of the earthing system safety. Hitherto, earthing system safety assessments of electrical substations were based on, only, earthing resistance measurement. As a result, frequency dependent nature of the earthing impedance has been neglected. In addition, accuracy of the conventional resistance measurement techniques has becomes more questionable in parallel with the growing extent and complexity of earthing systems In this thesis, a through literature survey is presented on the conventional earthing resistance measurement techniques. A critical comparison is also provided by means of theoretical analysis and actual measurements. During the course of the study, a novel earth impedance measurement system is implemented and tested in real substations. The results demonstrate that failure on recognition of frequency dependence nature of the earthing impedance »will introduce significant error and may put lives of personnel and livestock at risk
