Bilgi savaşı nedir? Bilgi savaşlarının Türkiye'nin bilim teknoloji politikaları ve savunma stratejilerine etkileri

Abstract

Bu çalışmanın amacı bilgi savaşının konseptini tanımlamak ve bilgi savaşının Türkiye'nin savunma stratejileri ve bilim teknoloji politikalarına olan etkilerini araştırmaktır. Çalışmada, tanımlardan yola çıkılarak, konsept üzerindeki etkiler sistematik olarak incelenmiştir. Özellikle savunma stratejileri ve bilim teknoloji politikalarına olan etkiler geleceğe ilişkin öngörülerle birlikte araştırılmıştır. Tanımlar, uygulamalar, hedefler, bilgi güvenliği ve kriptoloji ile olan ilişkiler ve bilgi sistemleri düzeyinde etkiler incelenmiş ve bilgi savaşının savaş dışı harekat kavramı içerisinde uygulanabilirliği ortaya konulmuştur. Teknolojik gelişmeler ve küreselleşmenin bir sonucu olarak bilginin silah olarak kullanıldığı yeni bir boyut ortaya çıkmıştır. Çalışmada gelişmiş ülkelerin stratejileri bu yeni tür savaş kapsamında analiz edilmiştir. Bu stratejiler Türkiye'nin savunma stratejileri ve bilim teknoloji politikalarına yönelik olarak da incelenmiştir. Sonuçların yardımıyla yeni bir bilgi yapılanması stratejisine ulaşmak hedeflenmiştir. Bilgi toplumuna ulaşmak maksadıyla tasarlanan stratejiler kapsamında alınması gerekli önlemler sonuç olarak ifade edilmiştir. Herşeyin ötesinde de bu çalışma bilgi savaşının bir akademik kavram olarak sunulmasından dolayı önemlidir.

The aim of this study is to describe the consept of information warfare and figure out the impacts of information warfare on Turkey's defense strategies and Science and Technology Policies. At the first steps of the study, stemming from the definitions, the impacts that affect the consept were investigated systemically. Especially the impacts of defense strategies and Science and Technology Policies were investigated with expectitations in detail The impacts which are at the level of definition, appliances, targets, relationships with information security and cryptology and information systems were searched and applicability of info war in the content of operations other than war is exposed. As a result of technological improvements and globalism, a new dimension were appeared which was used information as a weapon. In the study the strategies of developed socities were analyzed with the concept of a new kind of war. These strategies were investigated with the approaching of Turkey's defense strategies and Science and technology policies It was aimed to reach a new structural information strategy with the help of the conclusions. In the content of strategy which was designated for the aim of reaching the information society, the requisitions that must be taken were presented finally. Beyond these issues this study is important because of the presentation of infowar as an academic term.
