Avrupa birliği giriş sürecinde türkiye cumhuriyeti devletinin üniter yapısı açısından geliştirilebilecek stratejiler

Abstract

Türkiye Cumhuriyeti kurulus felsefesi ve Anayasası geregi Üniter bir Milli Devlettir. Üniter bir devlet olan Türkiye'nin devlet biçimi; Anayasanın ilgili hükümleri geregi konfederal, federal ya da siyasal bölgeli devlet biçimlerine kapalıdır. Tek devlet ilkesi degistirilemez. Tek millet ilkesi degistirilemez. Öte yandan özellikle II. Dünya Savası'ndan sonra harabeye dönen Avrupa'yı, yeniden insa etmek; insanlar arasındaki barısı, huzuru, refahı saglamak ve yeniden olusabilecek savas arzularını uluslarüstü birlik kavramıyla frenlemek maksadıyla yola çıkan Avrupa Birligi Projesi, Avrupa Kültür Degerleri üzerine insa edilmistir. Oysa Türkiye Cumhuriyeti'nin bugünkü devlet ve millet yapısının temelini Türk Kültürü olusturur. Yüzyıllardır mücadele halinde olan bu iki kültür son olarak Avrupa Birligi projesi ile aynı zeminde karsılasmıstır. Türkiye Cumhuriyeti'nin, kimi çevrelerce en büyük modernlesme projesi olarak da algılanan, AB üyelik mücadelesi bitip tükenmek bilmeyen taleplerle inisli-çıkıslı bir seyir izlemektedir. Bu çalısmada, müzakere sürecinde AB'ye uyum amacıyla gerçeklestirilen ve gerçeklestirilmesi istenen reformların Türkiye Cumhuriyeti'nin üniter yapısına olusturdugu tehditlere karsı üniter yapının korunması için izlenmesi gereken strateji önerileri ile birlikte Türkiye'nin AB'ye alternatif açılımlarını bulacaksınız.Owing to its establishment philosophy and its constitution, The Republic of Turkey is a ?Unitary State? and a ?Nation State?. The unitary structure of Turkish state is closed to the federal and con-federal state types because of its constitution?s relevant judgments. Solitary state fundamental cannot be changed. Solitary nation fundamental cannot be changed. At the same time, The European Union project, which have been set with the purpose of constituting peace, tranquility and prosperity among people rebuilding the Europe where became a ruin, especially after World War II and blocking war desires which can be renewable by supranational corporation concept, was built on the European Culture. On the other hand Turkish Culture forms the fundamental of current state and nation structure of The Republic of Turkey. These two cultures, contesting each other since centuries, lastly met each other at the same floor with the European Union project. The membership struggle of the Republic of Turkey, which is perceived as the biggest modernization project by some people, is following a wavy way with endless demands. In this study, you will find the strategy proposals to be followed in order to defend the unitary structure against the threats to the unitary structure of the Republic of Turkey being constituted by the reforms done and wanted to be done with the aim of integration to the EU during negotiation period and the alternatives of the EU for Turkey as well.
